What is Conversation-Based Pricing?

Conversation-based pricing was a WhatsApp billing model that charged a single fee per 24-hour conversation window, regardless of how many messages were exchanged.

Conversation-based pricing was the WhatsApp Business API billing model from 2022 until July 2025, charging businesses once per 24-hour conversation window rather than per message. Within each window, multiple template messages cost a single flat fee, and the first 1,000 conversations each month were free. Rates varied by conversation category (marketing, utility, authentication, service) and by country. Meta switched to per-message pricing on 1 July 2025, eliminating the free allowance and billing each delivered template individually. The term still matters because legacy budgets and calculators were built on the old model, and finance teams are now reconciling significantly higher bills as a result of the change.
